Ontario Immigrant Nominee Program (OINP)

Ontario is a Canadian province bordering Hudson Bay to the north and the U.S. to the south. Ontario Immigrant Nominee Program (OINP), Ontario’s PNP provides prospective immigrants with the necessary skills and experience, the opportunity to apply and receive an Ontario Provincial Nomination Certificate, which will allow that foreign national to apply for Canadian Permanent Residence.
The OINP accepts applications under the following immigration categories:

- Ontario Express Entry: French-Speaking Skilled Worker Stream
- Foreign Workers with a Job Offer Stream
- International Students with a Job Offer Stream
- International Students - Masters Graduate Stream

- Investors Category (discontinued)
Current Status of OINP Immigration Streams
Ontario Immigrant Nominee Program has in May 09, 2016, announced its decision to place a temporarily pause on the intake of applications for select, high-volume OINP streams. Potential applicants should note that lower-volume streams of the OINP remain open and continue to accept applications.
The following table provides details on the current status of each OINP immigration stream.
Ontario Express Entry
Ontario Express Entry: Human Capital Priorities Stream
As of February 16, 2016, Notifications of Interest (NOIs) being sent, has been temporarily paused under the Human Capital Priorities Stream.
This stream enables the OINP to nominate individuals who are already in the federal Express Entry pool and who have the necessary education, skilled work experience, language ability, and other characteristics which would help them successfully integrate into Ontario’s labour market.

Ontario Express Entry: French-Speaking Skilled Worker Stream
This stream is for French-Speaking skilled workers who have strong English language abilities and who wish to settle permanently in Ontario. The stream enables OINP to nominate individuals in the Express Entry pool and who have the necessary education, skilled work experience, language ability, and other characteristics which would help them successfully integrate into Ontario’s labour market.

Employer / Job Offer Foreign Worker
As of May 9, 2016, the intake of applications to the Employer Pre-screen application process has been temporarily paused. Foreign skilled workers with job offers that have already been approved by OINP may continue to submit their Applications.
This category enables Ontario employers to recruit foreign workers for approved skilled positions (NOC Skill Type 0 or Skill Level A or B). These individuals may be living abroad or in Canada at the time of the application.

International Student Category
As of May 9, 2016, OINP has put a Temporary Pause in accepting new applications to the Masters Graduate and PhD Graduate streams.
International Student with a Job Offer Stream, remains open to candidates whose job offer Employer Pre-screen applications has already been approved.
This category is for international students. The International Students category accepts applications under the following three streams:
International Student with a Job Offer Stream
This stream enables employers to recruit international students, with necessary skills. The stream is open to Ontario employers & students with job offers in the province.

International Masters Graduate Stream
This stream enables individuals who have graduated with a Master’s degree from one of Ontario’s public funded universities. This stream does NOT require a job offer.

This stream enables individuals who have graduated from a PhD program from one of Ontario’s public funded universities. This stream does NOT require a job offer.

Business Category
Entrepreneur Stream
This Entrepreneur stream is designed to support individuals from counties outside Canada, who are looking to implement a new business initiative or buy an existing business in the province of Ontario. Successful applicants on signing a Performance Agreement with OINP, will be issued a Letter of Confirmation so they may apply for a work permit with (IRCC), to establish the business in Ontario. If the conditions outlined in the performance agreement (investment and job creation) are complied with the entrepreneurs may be nominated for Canadian permanent resident status.

Corporate Stream
This stream helps and supports established international corporations looking to expand into Ontario or buy an existing business. Once the business has been successfully established, key staff are eligible to apply for nomination, enabling them to become permanent resident of Canada.
